Collective Agreement Retrieval System (CARS)

1. Question :
Why does an error message appear when I am opening the Web site?

Answer :
A system requirement of Internet Explorer. This Web site will not work if using Netscape or any other browser.

2. Question:
An agreement has been opened and nothing appears on the screen. Why?

Answer :
You probably don’t have a recent version of the Acrobat Reader which is a system requirement.

3. Question :
I am looking for a certain agreement by employer name and cannot find it. Why?

Answer :
Perhaps the employer name has changed since the agreement was filed.

4. Question :
Will the system be available 24 hours a day, 7 days a week?

Answer :
Planned service interruptions to the server, such as software maintenance, server upgrades and enhancements will be scheduled between the hours of 7 p.m. and 12 a.m. every Wednesday.

5. Question :
How up to date is the system?

Answer :
The system is updated on a daily basis as new collective agreements are filed with the Department of Post-Secondary Education, Training and Labour.

6. Question :
Why is Acrobat Reader required?

Answer :
Acrobat Reader is software that reads .pdf files and will help you navigate through collective agreements.

7. Question :
How many collective agreements are on the system?

Answer :
Approximately 575.

8. Question :
Will the copy of the collective agreement on the system be a legal copy?

Answer :
The only legal copy is the original copy of the collective agreement. The following disclaimer appears on the welcome page. The electronic files comprising the on-line database represent the original printed publications filed with the Department of Post-Secondary Education, Training and Labour. The Department assumes no responsibility for any discrepancies between the scanned electronic version and the original copy. The original printed publications remain the official record of collective agreements.

Answer :

10. Question :
What collective agreements are included in CARS?

Answer :
Collective agreements that are included in CARS are those falling under provincial jurisdiction in New Brunswick as follows:

1. Agreements negotiated under the Industrial Relations Act in the various economic sectors of the province such as manufacturing, mining, forestry, retail stores and construction. Also included are municipalities, universities and nursing homes.

2. Agreements negotiated under the Public Service Labour Relations Act involving government employees throughout the province, hospital workers, and school teachers.

11. Question :
Are collective agreements under federal jurisdiction included in the system?

Answer :
No, they are not included in CARS. These are agreements that are within the authority of the Parliament of Canada and involve interprovincial trade. They include operations such as air and rail transport, shipping, banking, broadcasting and communications, longshoring, postal contractors, Federal Crown Corporations and the Federal Public Service.
